![]() ![]() Jingu stole the Tojo Clan's 10 billion yen cash reserve from Chairman Masaru Sera by putting it in accounts under his control through a money laundering scheme, after which he and Munakata intended to use the money to fund a private prison called Okinawa Penitentiary No. Munakata also conspired with MIA Director Kyohei Jingu in a scheme to secretly control the Tokyo underworld from the shadows to further their respective careers. Throughout the years, Munakata would use Sugiuchi as his personal hitman many more times.Īt some point in the 2000's, Munakata got Hiroaki Arai, a young detective in the Organized Crime Division of the TMPD, to join the Tojo Clan as an undercover infiltrator. Munakata realized Tanimura had caught on, so he ordered Sugiuchi to assassinate him. ![]() Soon after the Ueno hit, Sugiuchi's partner Taigi Tanimura uncovered the truth about the incident, as well as Munakata's role in the cover-up. By the late 2000's, he'd risen to the rank of Deputy Commissioner of the Tokyo Metropolitan Police. Thereafter, Munakata would blackmail Katsuragi, Sugiuchi and their co-conspirator in the Tojo, Kazuo Shibata, as his puppets in the underworld to further his own career. Facing the possibility of prosecution, Sugiuchi complied. However, Munakata made Sugiuchi an offer: Instead of pressing the inquiry further and exposing the conspiracy, he'll let his report stand if he introduces him to Katsuragi. Munakata posed an alternative theory: That Katsuragi and Sugiuchi engineered the whole scenario in order to eliminate Katsuragi's rivals in the Ueno Seiwa, using Saejima (who unknowingly wielded guns loaded with rubber bullets) as a fall guy. Furthermore, all the victims had injuries similar to those provoked by the Tokyo PD's experimental riot control rubber bullets, which render their victims unconscious. First, despite the hit taking place in a narrow ramen shop where Saejima was fighting against multiple men at a time, all the shots fired were perfect headshots, save for those aimed at Ueno and the sole other survivor, Isao Katsuragi. However, Munakata immediately noticed inconsistencies in the report. ![]() Sugiuchi concluded that Tojo Clan soldier Taiga Saejima was solely responsible for the attack, which ended in the deaths of 18 out of the 20 targets present. In 1985, Munakata was the direct superior of homicide detective Junji Sugiuchi, who handed Munakata his report on the attempted assassination of Yoshiharu Ueno as the first officer to the scene. He also seems to be willing to kill children, as he instructs Hiroaki Arai to kidnap Kazuma Kiryu's children to coerce him and gives him a gun in case the children resist. Munakata is completely merciless in his pursuit for control being willing to commit multiple murders to achieve his aims. This philosophy serves as the justification for Munakata's ambitions to control the Tokyo underworld through the police, though it is difficult to tell whether Munakata believes in what he says or if his ideas are merely a cover for his personal greed and powerlust. Munakata is a strict authoritarian who believes the police must maintain the status quo of society at all costs, even if it means breaking the law themselves. We and the yakuza have always been two sides of the same coin. Meanwhile, the yakuza protected Japan's independence by keeping out foreign threats.
